Babilon-Mobile chooses Summa Networks to Expand Its Core Network Capabilities
Madrid, November 13, 2025 – Babilon-Mobile, a leading mobile operator in Tajikistan, announced the successful deployment of Summa Networks' latest Home Subscriber Server (HSS) / Home Location Register (HLR) solution to support its operations across the country.
This deployment follows Babilon-Mobile's decision to replace its previous HSS/HLR solution, which no longer met the operator's growing requirements for flexibility, scalability, and modernization.
Serving approximately 3 million registered users and approximately 2 million active subscribers, Babilon-Mobile selected Summa Networks' NextGen HSS/HLR solution to deliver increased scalability, resiliency, and flexibility in its dual-region geo-redundant architecture (Dushanbe and Khujand).
Key Implementation Features
- NextGen HSS/HLR from Summa Networks is a unified, scalable platform for subscriber identification, authentication, and profile management in 2G, 3G, 4G, and 5G NSA networks.
- The solution features flexible authentication capabilities, ensuring uninterrupted and secure user access across networks of various technologies—from traditional 2G/3G to LTE and 5G.
- Babilon-Mobile's network architecture is geo-redundant and has fully operational nodes in Dushanbe (the capital) and Khujand (the northern region), guaranteeing high availability and reliable disaster recovery.
- The solution supports integration with the IMS/VoLTE platform, allowing Babilon-Mobile to begin commercial deployment of next-generation voice services with high-quality communication (HD Voice) and minimal latency.
- As part of its long-term digitalization strategy, the operator also plans to launch VoWiFi services, which will allow customers to make calls over Wi-Fi networks in situations with poor or no mobile coverage.
- Real-time subscriber profile management and dynamic service adaptation allow Babilon-Mobile to quickly respond to market changes, offering personalized solutions to millions of users.
- A scalable architecture ensures maximum performance as the subscriber base grows, forming a solid foundation for the further development of 5G services.
This technical breakthrough directly improves the end-user experience, providing faster connections, increased reliability, and enhanced security throughout Tajikistan.
Furthermore, the implementation strengthens Babilon-Mobile's long-term roadmap for the development of 5G NSA and 5G SA, ensuring the adaptability and readiness of the core network for the emergence of next-generation services.
