Strengthening U.S. Telecom Security: The Expanded "Rip and Replace" Initiative

In a decisive move to protect the nation’s communications infrastructure, the United States has expanded its efforts to eliminate untrusted telecommunications equipment through the Federal Communications Commission (FCC)’s “Rip and Replace” program—officially known as the Secure and Trusted Communications Networks Reimbursement Program. With increased funding and renewed focus, this initiative marks a critical step toward securing and modernizing telecom networks across the country.


A Vital Update: Additional Funding Secured

Originally launched in 2020 to support smaller telecom providers (with 10 million or fewer customers), the program was initially funded with $1.9 billion. However, the FCC later estimated that effectively replacing all covered equipment would require $4.98 billion. In response, the U.S. Congress included a $3.08 billion funding increase as part of the National Defense Authorization Act (NDAA) for Fiscal Year 2025, signed into law in December 2024.

This brings the total allocation in line with actual needs, enabling eligible operators—especially those serving rural and underserved areas—to move forward confidently with secure network upgrades.


Funding Through Spectrum Auctions

The additional funding will be financed through future spectrum auctions, with the FCC authorized to borrow from the U.S. Treasury and recover costs via auction proceeds—specifically from bands such as AWS-3. Auctions are expected within the next 18 months, reinforcing the FCC’s broader strategy to drive innovation while maintaining national security.

The FCC has emphasized the urgency of removing and replacing legacy infrastructure to protect against potential vulnerabilities, particularly in the face of growing cybersecurity threats.
